About ATVP
The African Taxpayers Voice Platform is a pan-African civic technology platform where citizens identify what is not working, debate it with evidence, propose practical solutions and follow whether anything actually changed.
Why ATVP exists
Citizens fund public services. They should be able to speak about them.
Across Africa, citizens contribute to public services every day and rarely have a structured, continent-wide way to say how those services are performing. Complaints scatter across social media, evidence disappears, and good ideas never reach the people who could deliver them.
ATVP gives that participation one shared structure: identify, discuss, evidence, propose, vote, act, measure, share.

An Africa where citizen participation is continuous, evidence-based and visible in the results of public service delivery.

Transparency & methodology
How ATVP works
Every figure published on ATVP can be traced back to a stated method. This page is linked from every scorecard, index and result on the platform.
Voting methodology
One confidence vote per member per ministry per cycle, tied to a verified membership. Cycles and totals are published with each result.
Rating methodology
Ministry scorecards average seven dimensions rated out of ten by participating members. Dimension scores are always shown alongside the overall figure.
Ranking methodology
Challenge rankings combine concern level, number of countries discussing, discussion volume and attached solutions.
Data sources
Citizen perception comes only from ATVP members. Verified indicators come from published official and institutional sources and are labelled separately.
Evidence verification
Uploaded evidence is checked for source, date and authenticity before it is attached to a discussion or solution.
Moderation
Human moderators apply the Community Guidelines. Removals and their reasons are logged.
AI usage
Automated tools assist with translation, duplicate detection and abuse triage. They never decide a vote, rating or ranking on their own.
Privacy
Members choose what appears publicly. Individual votes are never published against a named account.
Fraud detection
Coordinated voting, duplicate accounts and automated submissions are detected and excluded from published figures.
Corrections
Errors are corrected in place with a dated note explaining what changed.
Citizen scores represent the views of participating ATVP members. They are not automatically representative of the entire population and should not be interpreted as official government performance ratings.
